That the Traffic Engineer of the City of Sacramento is authorized to employ professional Real Estate Appraisers for the appraisal of parcels of property located in the N 1/2 of the block bounded by 11th, 12th, J and K Streets which the Parking Authority is seeking to acquire through the exercise of its power of eminent domain
